On August 16, it became known that Belarus has formally registered a new legal entity linked to the Wagner Private Military Company, marking the second registration of its kind. The entity is named LLC “Wagner Group” and is listed in the Unified State Register of Legal Entities and Individual Entrepreneurs as intending to provide “educational services”.

The Limited Liability Company “Wagner Group” was established with a registered capital of only 200 Belarusian rubles (approximately $65). It was registered by the Osipovichi District Executive Committee on August 4, 2023. The company’s owner is a Russian citizen named Maxim Petrov. The legal address of the new company is the village of Tsel in the Osipovichi district. It’s worth mentioning that it’s precisely there where the field camp is located, to which mercenaries of the “Wagner Group” (PMC “Wagner” is one of their names) have arrived from Russia.

The LLC “Wagner Group” has declared its primary activity as Other forms of education not elsewhere classified”. This category of economic activity includes educational centers offering corrective courses; professional development courses; foreign language and conversational skills training; computer courses; survival courses; public speaking training, and other educational services.

It can be assumed that the training conducted by PMC “Wagner” instructors for Belarusian military personnel precisely falls under the definition of “professional development courses”. Clearly, this is not “conversational skills training”.

Let’s remind that this is already the second company that Vagner mercenaries have registered in our country. On July 19, 2023, the Mogilev Regional Executive Committee registered the limited liability company “Concord Management and Consulting” with a statutory fund also of 200 Belarusian rubles. The main activity declared for that company was “Real Estate Management”. The legal entity’s address is the village of Tsel in the Osipovichi district. The sole owner of the Belarusian company is the Russian “Concord Management and Consulting”, with its general director being Yevgeny Prigozhin, as indicated by official documents. It has been operating in Russia since 2003, officially employing 31 people there.

As we can see, after being expelled from Russia, the PMC “Wagner” is increasingly establishing a firmer presence in Belarus. And most importantly, it is fully legalizing its operations here.
